Beacon Consulting was founded in December 2020 to help make good people great. We have built a team of driven and creative professionals to help you achieve your political ambitions. We bring experience across a variety of settings – Presidential, House, Senate, and Gubernatorial campaigns; advising Members of House leadership; campaign committees; super PACs and affiliated 501c4s. We balance our clients’ multiple priorities to maximize their position. We also formally advise two major donors on their political and philanthropic spending, acting as a fiduciary steward of their resources. Advising how resources are spent, in turn, helps us think creatively for our raising clients.
Meet Our Team
Katie Delzell Haulsee
CEO
Katie Delzell Haulsee is the CEO at Beacon Consulting. She founded Beacon in December 2020 after spending eight years in the political campaign and fundraising industry across a variety of settings. She began her career on a presidential campaign in her home state of Iowa before moving to DC in 2012. Since then she has worked as a PAC fundraiser, Deputy Finance Director for a presidential super PAC, Finance Director on a US Senate race, Director of Development at the Congressional Leadership Fund, and Finance Director for Whip Steve Scalise (LA-01).
Under Katie's leadership, Beacon Consulting provides three different services to their clients: in-state and national fundraising, strategic finance planning, and executive coaching. In addition to their political clients, Beacon now also advises two major donors on their political contributions and positioning. Katie resides in Washington, DC with her two dogs, Poppy & Willow.
Reagan Tonner
Chief of Staff
Reagan Tonner serves as Chief of Staff at Beacon Consulting, where she leads the regional fundraising team and ensures every client receives exceptional strategic support. Prior to this role, she worked as Regional Finance Director for the Western United States, overseeing fundraising operations and cultivating strong donor relationships across the region.

Reagan began her career in Washington, D.C., in 2020 at the Republican State Leadership Committee (RSLC), where she served as Statewide Programs Coordinator. During the 2022 election cycle, she managed all fundraising efforts for the RSLC’s state legislative arm as the Director of the Republican Legislative Campaign Committee (RLCC).

A graduate of The University of Alabama, Reagan holds a bachelor’s degree in political science and public policy. Originally from Castle Rock, Colorado, she now resides in Washington, D.C.
Payton Zweifel
Regional Finance & PAC Coordinator
Payton Zweifel is the Regional Finance and PAC Coordinator at Beacon Consulting. Supporting our clients’ initiatives while assisting with the management of political action committee operations. Her career in Washington, D.C., began in government relations, where she developed experience supporting advocacy priorities and events, monitoring federal policy developments, and overseeing organizational operations in a dynamic, fast-paced environment.
Payton attended the University of Colorado Boulder, where she earned her bachelor’s degree in International Affairs while also studying Ethnic Studies and Geography. She completed additional academic programs focused on Business and Government Relations in Washington, D.C., during the final stage of her studies. Payton was born in Spirit Lake, Iowa, raised in Denver, Colorado, and currently resides in the nation’s capital.
Sadye Sumter
Regional Finance Coordinator
Sadye Sumter serves as the Regional Finance Coordinator at Beacon Consulting, where she oversees fundraising operations across the Southeast, Great Lakes, and Tri-State regions. In her role, Sadye supports the firm’s clients by coordinating regional strategy, managing events, and strengthening donor engagement efforts.

Before joining Beacon Consulting, Sadye worked as a Staff Assistant for Congressman Rick Allen (GA-12), where she supported constituent services and legislative operations. She began her career in Washington, D.C. in July 2024 after earning her bachelor’s degree in strategic communication from Texas Christian University.

A native of Atlanta, Georgia, Sadye now lives in Washington, D.C. In her free time, she enjoys playing tennis and exploring the city’s neighborhoods and restaurants.
Kennedy Judson
Regional Finance Coordinator
Dawn Gengler
Operations Director
Kennedy Judson is the Western Regional Finance Coordinator at Beacon Consulting, where she coordinates fundraising efforts spanning the central U.S. to the Pacific Coast. In this role, she assists the firm’s clients by guiding regional initiatives, enhancing donor outreach, and coordinating events.
Prior to joining the Beacon team, she served as a Congressional Intern in the Washington, D.C. office of Congressman Morgan Griffith (VA-09). Kennedy is a recent graduate of the University of Mississippi, where she earned her bachelor’s degree in Integrated Marketing Communications and Public Relations. Originally from Virginia Beach, Virginia, Kennedy now resides in Washington, D.C.
Dawn Gengler holds the position of Operations Director at Beacon Consulting. Before joining the firm, she forged a successful career in Private Wealth Management, where she served as Chief of Staff for a prominent team of Financial Advisors. In this role, Dawn was responsible for managing essential projects, overseeing administrative and operational tasks, and implementing process enhancements to boost efficiency.
Drawing on her private wealth management experience and holding Series 7, 63, and 66 licenses, Dawn offers a unique viewpoint on Beacon’s operational and administrative functions. Her background allows her to effectively assist with the company’s financial and administrative systems.
Dawn’s role encompasses managing payroll processing, benefit administration, client invoicing and assisting team members in various administrative duties. Her understanding of financial regulations and client needs helps ensure that all administrative processes are executed with precision, compliance, and attention to detail. By combining her financial background with practical management skills, Dawn plays a necessary role in ensuring the smooth operation of Beacon Consulting, reinforcing the company's dedication to operational excellence and reliability for their clients.
In her leisure time, she enjoys traveling and spending quality moments with her husband Tom and their children.
